During a recent meeting with his colleagues in Tokyo, Governor Josh Green proposed a new initiative referred to as a pre-clearance program that aims at making it easier for Japanese visitors to travel.

A proposed pre-clearance program will speed up the entry process and enable Japanese arrivals to receive a quick welcome in Hawaii. Tourists can complete immigration, customs, and agricultural inspections before their departure, which allows them to have an invaluable amount of time upon arrival at the Honolulu airport. The anticipated results of this strategic initiative are going to improve customer experience and attract more tourists to the islands.


Pandemic headaches but a boost for tourism.


For example, tourism from Japan, a traditional main market for Hawaiians, has been constrained by the consequences of the recent coronavirus disease (COVID-19). The governor’s perception of the pre-clearance drive is that it provides the impetus to revitalize one of the most important sectors. According to Green using the Hawaiian word aina for land, “We are interested in bringing back more Japanese travellers since they conduct themselves properly in Hawaii and respect our aina.”

Direct Routes to Other Islands


Additionally, Governor Green believes that the program can be used to establish a direct route into the other Hawaiian islands such as Maui which is among the popular destinations that could open up different travel options for Japanese tourists to each of the islands making it easier to appreciate the beauty therein.


Collaboration with the US Congress


Notwithstanding the immense possibilities, the pre-clearance program has some challenges. During their Tokyo visit, Governor Green was accompanied by State House Speaker Scott Saiki who mentioned issues raised by Japanese authorities concerning the costs of implementation of the project in Hawaii and its real-life application. Unfazed, Governor Green stated that he was determined to overcome these challenges and that he intended to ask Hawaii’s congressional delegation for assistance in bringing the scheme to fruition.

Building Bonds Through Assistance

 

The suggestion follows the Japanese government’s heartfelt gesture. Japan donated $2 million in humanitarian help after a disastrous wildfire tore through the town of Lahaina on the west coast of Maui. This cooperative endeavour not only highlights the close relationship between the two countries but also the importance of cultivating goodwill through joint endeavours.

The suggested pre-clearance program stands out as a forward-thinking option to facilitate travel for Japanese visitors and encourage a seamless experience in Hawaii’s gorgeous islands, particularly as Hawaii investigates novel routes to revitalize tourism and improve connections with Japan.
