End to Free Domestic calls, Skype, WhatsApp.
A Department of Telecommunications committee recommended restricting applications like WhatsApp, Skype and Viber to make free domestic calls (barring negligible data charges) through these voice over internet protocol services. However, instant messaging and international calls through these services will remain free. It did not recommend any regulatory controls for fast-growing over-the-top (OTT) services that deliver varied internet applications.
The zero-rating opens possibility of discrimination to debate as DoT wants to protect the revenues of telecom companies and doesn’t want to interfere with the middle-class Indians who keep in touch with their children abroad.
