The passage of the Waqf Reformation Bill in Parliament marks not only a breakthrough in law-making but also brings into focus the prominent credit attributed to the ability of the NDA to manage its own flooring. Voting numbers showed a decisive advantage in both Houses during a time when political equations keep changing. This impressive display was an embodiment of organizational discipline and political strategy from the ruling alliance.
The Bill, aimed at repealing the Waqf Act of 1995, would, however, be passed with some support despite apprehensions raised by the opposition leaders and minority representatives. It was supported with over 330 votes in the Lok Sabha, while few votes, less than 100, were registered against it. In the Rajya Sabha, the Bill was passed by over 120 member votes, while just around 55 votes were against it. These numbers are significant in their testament to coalition politics because they stand witness to continuing politics with regional parties’ shifting allegiances.
For NDA, the voting on the Bill was a litmus test of post-election unity and election preparedness. After the recent loss of a few major allies, the NDA’s ability to gather numbers on the floor of the House reflects timely coordination with its members and smaller parties, carefully drawn outreach, and smooth-working of its crucial parliamentary strategy team. Some political observers even contend that the margin could be higher than anticipated, especially in the Upper House, for which the NDA has never held absolute majority.
The opposition, lacking a clear voice and united strategy, also aided the passage of the Bill. Some opposition leaders condemned the move vigorously, claiming it constitutes an infringement upon minority rights, attacking an ancient institutional edifice or framework. Others chose to abstain or were otherwise absent at the time of voting, thus diluting the resistance and allowing the ruling bloc to shove their agenda for the law through almost unhindered.
The government, however, claims the repeal of the Waqf Act is intended to remove legal ambiguity, land misuse, and to ensure more transparent governance of properties that were under Waqf boards and that will be affected by its regulation. Officials further state that the new law will empower state governments with a lawful framework and reduce the land that has always been a matter of dispute and encroachment. It is also specified that the Act is not an act aimed at the target community but an act designed for immediate transition to an efficient legal framework.
With the Bill having been passed, the focus now shifts towards the next important stage—notification of the rules that shall operationalize the new legal framework. The Ministry of Minority Affairs is expected to issue a draft of the rules for public comments shortly. Sources indicate that such rules will provide for the process of asset transfer, grievance redress mechanisms, and transitional arrangements for all disputes in the ongoing process.

The rules concerned are most likely to be closely examined by important stakeholders from diverse communities, along with the close scrutiny of legal experts. As these properties are Waqf by nature and intrinsically complex in history, the government will inevitably face the challenge of balancing legal reforms and socio-religious sentiments. However, emphatic passage of the Bill has given it a license to operate confidently.
The numbers for the Waqf Repeal Bill, in short, go beyond a strong legislative victory for the NDA and serve as a reminder of the renewed grip of the alliance on parliamentary proceedings. With the rules to be notified shortly, these two or three weeks will be crucial in shaping the impact of this sweeping legal change on the ground.
