Deadly Attack at Popular Tourist Resort in Kashmir

In what seemed to be a significant change in a regional conflict where tourists have mostly been spared, gunmen shot and killed at least 26 tourists Tuesday at a resort in Indian-controlled Kashmir, according to police.
About five kilometers (3 miles) from the resort town of Pahalgam in the disputed region Baisaran Meadow police said it was attacked by militants fighting against Indian rule. According to two senior police officers at least three dozen people were injured, many of them critically.

Regional Leaders Respond to the Massacre

On social media Omar Abdullah the region’s top elected official stated This attack is much larger than anything we’ve seen directed at civilians in recent years.
Numerous tourists were shot at close range by at least four militants according to the two officers. In accordance with departmental policy they stated that the majority of the tourists who were killed were Indian.

Indian Government and Security Officials React

Amit Shah India’s home minister posted on social media We will impose the worst punishments on the offenders. Following his arrival he met with senior security officials in Srinagar the capital of Indian-controlled Kashmir.
According to the Press Trust of India news agency Indian Prime Minister Narendra Modi decided to shorten his two-day trip to Saudi Arabia and head back to New Delhi early on Wednesday.

Global Condemnation and Messages of Solidarity

U. N. Antonio Guterres the secretary general vehemently denounced the assault and emphasized that attacks against civilians are unacceptable under any circumstances. U.N. Stephane Dujarric the spokesperson stated.
Such violence is unacceptable and against the ethos of Kashmir which welcomes visitors with love and warmth, tweeted Mirwaiz Umar Farooq the leading religious cleric in Kashmir.

The devastating terrorist attack was described by Vice President JD Vance who was in India. “Over the past few days we have been overcome with the beauty of this country and its people” he continued on social media. As they grieve over this terrible attack our prayers and thoughts are with them.
U. S. President Donald Trump posted about the extremely unsettling news from Kashmir on social media. In the fight against terrorism the United States is united with India. Italian Prime Minister Giorgia Meloni and Russian President Vladimir Putin were among the other world leaders who denounced the assault.
The United States supports India U. S. S. Marco Rubio the secretary of state stated on X.

Background on Kashmir Conflict and Rising Tensions

India and Pakistan two nuclear-armed adversaries each control a portion of Kashmir but both assert full territorial claims.
Since New Delhi terminated the region’s semi-autonomy in 2019 and severely restricted dissent civil liberties and media freedoms Kashmir has witnessed a wave of targeted killings of Hindus including foreign workers from Indian states.
Since India has stepped up its counterinsurgency efforts tensions have been building. However they have not been targeted even though Kashmir’s Himalayan foothills and beautifully decorated houseboats draw large numbers of tourists.
Millions of tourists have visited the area who take pleasure in the peculiar tranquility maintained by the many security checkpoints armored cars and soldiers on patrol. New Delhi has actively promoted travel claiming it is a sign that things are getting back to normal.

Encircled by snow-capped mountains and peppered with pine forests, Pahalgam meadow is a well-liked tourist destination. Every day hundreds of tourists come to see it.
Rahul Gandhi, the leader of the Indian opposition denounced the attack but said Modi’s government should accept responsibility rather than making hollow claims on the situation being normal in the area.

Longstanding Insurgency and Historical Parallels

Militants have been opposing New Delhi’s rule in the Indian-controlled part of Kashmir since 1989. A large number of Muslim Kashmiris back the rebels objective of bringing the region together either as an independent nation or under Pakistani control.
India maintains that Pakistan is sponsoring terrorism through the Kashmir militancy. Many Kashmiris view the fight for their freedom as a legitimate one and Pakistan refutes the accusation. There have been tens of thousands of deaths in the conflict among government forces, rebels and civilians.
At least 35 civilians were shot and killed in a Kashmiri village in the south in March 2000 while then-U. S. India was being visited by President Bill Clinton. It was the deadliest attack to hit the area in a few decades.

The anti-Indian rebellions epicenter the Kashmir Valley has seen a recent decline in violence. In the Jammu region the majority of the fighting between government forces and rebels has moved to isolated areas like Rajouri Poonch and Kathua where Indian troops have been the target of lethal attacks.
