To stabilize the population in the country’s largest state Uttar Pradesh in terms of population, the Yogi government is going to announce a new population policy.

As per details from Census 2011, Uttar Pradesh has a population of 19.98 Crores, an increase from the figure of 16.62 Crore in the 2001 census. As per projection, the population of Uttar Pradesh in 2021 is 23.50 Crore. Chief Minister Yogi Adityanath will release the proposed new population policy for the period 2021-30 on the occasion of World Population Day on July 11. Through the new population policy, efforts will be made to increase the accessibility of contraceptive measures under the family planning program and to provide proper arrangements for safe abortion. At the same time, efforts will also be made to reduce the neonatal mortality rate, maternal mortality rate through improved health facilities. The period of outgoing population policy 2000-16 of the state has ended.

The new population policy was presented in front of Chief Minister Yogi Adityanath on Thursday. After the presentation, the Chief Minister said that it is necessary to control the growth rate of the population for the development of the state. Better facilities can be provided to all the citizens of the state only by controlling the population.

How is this policy going to affect the state?

The new population policy also includes better management of nutrition, education and health of adolescents aged 11 to 19 years, besides making comprehensive arrangements for the care of the elderly. Chief Minister Yogi Adityanath also instructed for digital tracking of newborns, adolescents and old people. Also, while preparing the new policy, efforts should be made to maintain the demographic balance in all the communities, easy availability of advanced health facilities, through proper nutrition and bring down the maternal and child mortality rate to the minimum level.

Health clubs should be made in schools

Chief Minister Yogi Adityanath said that poverty and illiteracy are the major factors behind the increase in population. There is also a lack of awareness about the population in some communities. In such a situation, community-centred awareness efforts will have to be made. In the course of awareness efforts, he directed to form ‘Health Clubs’ in schools.

Draft uploaded on Law Commission website

The draft bill has been uploaded on the official website of the State Law Commission, seeking suggestions from the public. The last date for submitting suggestions is July 19. The Law Commission is continuously working on the population control law. According to the new policy, preparations are being made to cut facilities for families with more than 2 children. At the same time, a few days ago, the chairman of the Law Commission, Adityanath Mittal had said that the population is increasing here. Because of this problems are arising.

People with two children will be in profit

Regarding population control, while the state government has made extensive preparations to make people aware of having only two children through the health department, it is awaiting the recommendations of the State Law Commission in this regard. The commission is preparing a draft law for population control. Keeping all the aspects in mind, the commission will submit its recommendation report to the government after finalizing it this month. It is clear from the draft prepared by the commission that if the government accepts its recommendations, then only those with two children will get all kinds of benefits and facilities. By the way, the proposed law will be effective only after one year from the green signal. Government employees will also get the benefit of increment and promotion if they have up to two children.

The policy is not against any religion

Those who are cooperating in controlling the population should get government facilities and government resources. They should continue to get the benefit of all the facilities of the state government. The chairman of the Law Commission said that the government is not against any particular religion or human rights in UP. He said that he simply wanted to see that government resources and facilities are available to those who are helping and contributing to population control.

Why populations control is a good idea?

According to current estimates, the world population reached 7 billion in 2012 and new projections indicate that the 8 billion markers will be reached in 2025. The current population of China is 1,444,978,915 as of Friday, July 9, 2021, based on Worldometer elaboration of the latest United Nations data. China ranks number 1 in the list of countries (and dependencies) by population.  India has a population of over 1.355 billion people, and its population growth is expected to continue through at least 2050. By the year 2030, the country of India is expected to become the most populous country in the world. The next 11 countries that are the most populous in the world each have populations exceeding 100 million. These include the United States, Indonesia, Brazil, Pakistan, Nigeria, Bangladesh, Russia, Mexico, Japan, Ethiopia, and the Philippines.

The rapid growth rate of the population can be stopped by the following measures-

1. In India, due to various factors, the birth of a son is considered necessary and the birth of a daughter is discouraged. If gender discrimination is eliminated, then the tendency of giving birth to more and more children in the desire of sons can be stopped.

2. India has a large number of orphans and some families are not able to give birth to children. To encourage such families to adopt children, as well as to motivate other families to adopt children. In this way, not only the condition of the orphan children will improve but the population will also be controlled.

3. The population growth rate in India is high in rural areas, mainly because of a lack of awareness among people about family planning. If children are given birth by planning, then it can be the most effective means of population control.
