Goa is facing a major beef shortage just before Christmas as beef vendors across the state shut down their operations. This decision came after a recent clash between vendors and individuals allegedly linked to a cow protection group in South Goa’s Margao. The altercation, which occurred in the SGPDA market complex, left three meat vendors injured.
The shutdown has significantly impacted bakeries, cafes, and eateries that rely on beef to prepare popular Goan snacks. According to Agapito Menezes, president of the All Goa Bakers Association, the lack of beef has caused disruptions in the production of items like croquettes, pan rolls, samosas, and puffs. “We did not receive any beef supply on Monday, which is affecting our business,” Menezes said.
Goa has a large Christian community, and the demand for beef-based snacks typically surges during Christmas. Many businesses are struggling to meet this demand due to the unavailability of meat.

Floyd Pereira, who runs the Tea Centre in Panaji market, said his café has stopped selling beef patties and savouries in recent days. Instead, customers are purchasing more Christmas sweets. Pereira worries about how long this disruption will last and what it means for Goa’s food industry.
Tourism and hospitality are key drivers of Goa’s economy, and the current situation has raised concerns about broader impacts. Jack Sukhija, president of the Travel Tourism Association of Goa, warned of long-term consequences if the beef supply chain is not restored. “India is one of the largest exporters of beef. A breakdown in local availability will harm the industry significantly,” he stated.

In response to the Margao incident, Chief Minister Pramod Sawant has promised strict action against those who take the law into their own hands. However, the ongoing beef crisis remains a pressing issue for Goa’s businesses during the festive season.
The absence of beef has not only affected local businesses but also cast a shadow over Goa’s culinary traditions during one of its busiest times of the year.
