What does the bill say?
Reuters has reported on at least 776 "gender affirming" mastectomies performed on minors between 2019 and 2021. However, this figure is likely an undercount, as it only includes procedures covered by insurance. pic.twitter.com/ziHFfPhaYB

- Bans any “medical interventions aimed at changing the sex of a person”
- It does not allow for changing one’s gender in official documents and public records
- The exception is medical intervention to treat congenital anomalies
Why has Russia resorted to such a legislation?
Russia believes that these are “Western anti-family ideology” and will hamper the “traditional values” of the country. They have also called gender transitioning “pure satanism.”
LGBTQ Rights in Russia
LGBTQ laws in Russia are extremely stringent. The country is not very open to same-sex relationships or homosexuality. This mindset is shared by the majority of the population in the country. In July 2020, a Constitution amendment was approved that banned same-sex marriages.
The anti- gay law or Russia’s gay propaganda law “for the Purpose of Protecting Children from Information Advocating a Denial of Traditional Family Values” was also approved in 2013 and condemns homosexuality as a norm in the society.
These laws and legislations in the country have made it extremely difficult for the community people to strive there.
