On April 17, 2010, it was officially suggested and acknowledged by 12 nations at the Baltic Sea NGO Forum held in Vilnius, Lithuania. The countries that were part of the Baltic Sea NGO Forum included Belarus, Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Poland, Russia, Norway, and Sweden.

The inaugural global event for NGO Day was held by the Ministry for Foreign Affairs of Finland on February 27, 2014, in Helsinki, Finland.
