Uttar Pradesh Budget to encourage youth, strengthen farmers and honour women


Uttar Pradesh Budget 2023: The Finance Minister of Uttar Pradesh, Suresh Kumar Khanna, presented the state “development-oriented” Budget 2023-24 on Wednesday in the state legislative Assembly.  

Khanna said that the budget for 2023 will be the biggest in the history of Uttar Pradesh, focusing on the youth, strengthening farmers, and giving honour to women.

He also mentioned that the focus would be on infrastructure to create more employment opportunities. The finance minister set an investment target of ₹ 10 lakh crore and the creation of 20,000 jobs in the next 5 years.

Targeting youths, the budget for 2023 made provision of ₹ 4,032 crore for destitute widows, ₹ 1,050 crore under the “Chief Minister Kanya Sumangala Yojana”, and ₹ 600 crore for the “Samuhik Vivah” scheme for the marriage of girls of all classes.

“The budget is dedicated to youth, farmers, and giving honour to women,” he said.

Stating it as “The budget of ‘New Uttar Pradesh’,” State’s Chief Minister Yogi Adityanath said, “it will add new golden chapters in the history of social, economic and cultural development of the state.”

“Under the vision of the respected Prime Minister Narendra Modi, the budget 2023 undoubtedly fulfill the interests of every section of the society including the villages, farmers, poor, women, youth, of the state,” Chief Minister of Uttar Pradesh Yogi Adityanath said.

The target will be to “achieve a goal of making Uttar Pradesh a $1 trillion economy”, according to the state Finance Minister Suresh Kumar Khanna. 

HERE ARE IMPORTANT HIGHLIGHTS FROM THE UTTAR PRADESH BUDGET

INFRASTRUCTURE

The government allocated ₹235 crore for two new link Expressways i.e. Jhansi Link Expressway and Chitrakoot.

The government proposed a budget arrangement of ₹465 crore for the Agra Metro Rail Project and ₹585 crore for the Kanpur Metro Rail Project in 2023-2024.

₹1,700 crore have been proposed by the government for the construction of overhead railway bridges and ₹1,850 crore for other bridges.

The government proposed ₹36,230 crore for the new 594 km Ganga Expressway from Meerut to Prayagraj.

The government has earmarked a fund of ₹2491 crore to build 14 new medical colleges.

The government proposed ₹200 crore for developing an industrial corridor along Gorakhpur link expressways.

₹25 crore will be allocated for Pharma Parks, ₹26 crore for establishing nursing colleges, and ₹20 crore for developing the institute of Pharmaceutical Research and Development.

The government proposed ₹21,159 crore for construction flyovers along with new roads, while another ₹6209 crore for the maintenance of existing ones.

Apart from these, ₹1525 crore was allocated for rural roads, ₹250 crore for widening roads (the ones leading to sugar mills), and another ₹50 crore were allocated for widening roads leading to Industrial and logistics parks.

To extract and transfer energy from solar plants, the government proposed ₹1554 crore for establishing the second phase of the Green Energy corridor in Bundelkhand. The target is to complete the scheme in the next 3 years.

FOR YOUTH

To provide free quality education to the children of labourers, one residential school has been set up in each state division.

An amount of ₹3,600 crore has been earmarked for tablets and smartphones for students.

So far in Uttar Pradesh, 1,890 lecturers, 8,314 assistant teachers, and 80 principals have been selected in government schools by the state government in the Secondary Education Department.

Around 5,226 lecturers, 25,249 assistant teachers, and 849 principals were selected and appointed by adopting a transparent process in aided schools. 

FOR WOMEN

₹600 crore under the Chief Minister Mass marriage scheme for general category girls, while for the marriage of OBC girls,

₹150 crore.

To empower rural women, ₹83 crore has been proposed for Self Help Groups.

The government allocated ₹4032 crore to offer assistance to destitute widows. Notably, around ₹32.62 lakh women are being assisted in the state.

100% exemption of power tariff to be given for private tube wells by the Jan Lok Kalyan Sankalpa Patra of the BJP for 2022 Assembly polls. Also, the government proposed ₹1500 crore for the same. In the 2022-23 budget, there was a 50% exemption.

The size of the Uttar Pradesh annual budget is ₹6.90 lakh crore for the fiscal year 2023-24, compared to the last fiscal year, ₹6.15 lakh crore.

The fiscal deficit is Rs 84,883 crore, 3.84% of the estimated Gross State Domestic Product.
