During his visit to Pakistan for a Shanghai Cooperation Organization (SCO) conclave on Tuesday, External Affairs Minister Dr. S. Jaishankar walked around the Indian High Commission premises in the morning. Jaishankar is in Pakistan for the SCO Council of Heads of Government (CHG) summit on October 15 and 16. Senior Pakistani officials welcomed Jaishankar upon his arrival at the Nur Khan airbase.

This is the first time an Indian foreign minister has visited Pakistan in almost nine years. Sushma Swaraj made her most recent visit in December 2015 for an Afghanistan seminar. Because of the Kashmir dispute and cross-border terrorism, relations between India and Pakistan have remained volatile.

Sending a senior minister to Pakistan is seen as an indication of India’s commitment to the SCO. Jaishankar is expected to attend a banquet hosted by Pakistan Prime Minister Shehbaz Sharif for SCO delegates; however, there are no scheduled bilateral talks between Jaishankar and his counterpart Ishaq Dar. Jaishankar recently stated at an event that “like with any neighbor, India would certainly like to have good relations with Pakistan. But that cannot happen by overlooking cross-border terrorism and indulging in wishful thinking.”
