Rajya Sabha Passed Women’s Reservation Bill Unanimously!

Rajya Sabha passed the historic Women’s Reservation Bill with 214 members in favour, granting women 33% of seats in legislatures. The bill faced opposition concerns about implementation delays and the exclusion of OBC women.

On September 21, Rajya Sabha passed the historic women reservation’s bill with 214 members in favour of it. With this, the nation is prepared to grant women 33% of the seats in the Lok Sabha and state legislatures. All 214 of the members of parliament present in the Rajya Sabha voted in favour of the Nari Shakti Vandan Adhiniyam on Thursday, in contrast to the Lok Sabha, where two of the 456 members there cast a vote against it.

Around 11.16 AM, the discussion in the house started, and it continued without interruption for more than 12 hours. At 11.30 p.m., the law was formally announced as passed.

Similar to their counterparts in the lower house, the opposition leaders in the Rajya Sabha expressed support for women’s reservation but expressed doubts about the possibility of delaying its implementation. 

In addition, many members also questioned the government’s ‘delay’ in submitting this bill despite its election promise to grant women the right to vote in union and state legislatures, citing the Bharatiya Janata Party’s undisputed control of the House of Representatives.

The opposition parties once more pressed the union administration to abandon the need to first hold a census and a delimitation exercise to execute the women’s reservation bill. The non-inclusion of women from other backward classes (OBC) from the proposed amendment’s horizontal reservation provision was another issue raised by several members.

The Nari Shakti Vandan Adhiniyam, the 128th Constitutional Amendment Bill, will now need to be approved by the majority of the state assembly. The government has stated that it will be commissioned next year, and it will be implemented following a delimitation process to redraw parliamentary and assembly constituencies based on the census.

On Wednesday, Prime Minister Narendra Modi expressed his “delight” at the Lok Sabha’s adoption of the women’s reservation bill and congratulated all the members who cast votes for the bill. The “Nari Shakti Vandan Adhiniyam,” which Prime Minister Modi referred to as “historic legislation,” “will boost women empowerment,” he added.
