Qatar Mediates Groundbreaking Truce Deal Between Israel and Hamas: First Phase Includes Release of 33 Hostages and Major Troop Withdrawals in Gaza
Qatar reportedly facilitated a crucial breakthrough in talks between Israel and Hamas through a draft proposal meant to put an end to the ongoing violence in Gaza and institute a phased hostage-exchange program for prisoners. The deal might signal a long step toward bringing the 15-month war, during which both parties have sustained significant losses, to an end.

The mediation efforts, which Qatari diplomats have spearheaded in Doha, seem to have progressed to the stage where a deal could soon be agreed on. Now that President-elect Donald Trump will take office within a week, the truce deal seems to be closer than ever. Should the deal go through, the plan will roll out in phases starting with the freeing of 33 Israeli hostages by Hamas, as part of a first-phase swap with Palestinian prisoners. This will be a pivotal moment in the conflict, representing the first tangible result from the ongoing discussions.
Under the proposed terms, the first stage would see a change in hostilities to facilitate an orderly troop withdrawal by Israel. The Israeli forces would still remain on the periphery of the border in a defensive capacity to protect towns and villages. Partial withdrawal from the Philadelphi corridor on the southern edge of Gaza, which Israeli troops will retreat after the first stage, is a hallmark of this stage.
This would be coupled with a careful balance that allows for the safe return of unarmed North Gaza residents. Mechanisms would be in place to prevent the introduction of weapons during this transition. Israel would begin withdrawing forces from the central Gaza Netzarim corridor, opening up even more space for civilian life to resume.
The number of live hostages would be the determinant factor for the release of Palestinian prisoners. However, the deal would also include the militants convicted of serious crimes, such as murder. The militant groups responsible for the deadly October 7, 2023, attacks on Israel would not be included in the prisoner swap.
The key component of the truce deal is the upsurge in humanitarian aid going into Gaza. The humanitarian situation in the area has been severe, and the UN, along with other international organizations, sounded the alarm at the deterioration of civilian conditions. Even though Israel allowed aid into Gaza, the distribution of the relief was hindered by looting and disagreements between factions over who should receive what. If finalized, this deal may result in significantly increased relief activities to end the suffering of Gaza’s population.

Beyond the short-term ceasefire, there are many questions about what Gaza’s future governance will look like. While Israel has dismissed the possibility of Hamas having any role in the governance of Gaza, the international community is adamant that Palestinians must take the lead in rebuilding and governing the region. There are talks about possible interim governance arrangements and negotiations between Israel, the UAE, and the United States as they seek ways to stabilize Gaza until a reformed Palestinian Authority can take over.
As these negotiations continue, the situation remains fluid, and much hinges on the successful implementation of the initial phase of the proposed agreement.
