Pakistan claims that RAW, India’s intelligence agency, is conducting operations against terrorists in other countries. Citing The Washington Post report, Mumtaz Zehra Baloch, Foreign Ministry Spokesperson of Pakistan, said this was a continuation of the covert campaign India launched to target terrorists in and outside Pakistan. She added that it was now a global concern rather than a bilateral issue.
The allegations surfaced after a detailed report released by The Washington Post, that RAW had been carrying out targeted operations against terrorists in Pakistan since 2021. According to the report, Indian Prime Minister Narendra Modi knew about these plans. British newspaper The Guardian repeated the same set of allegations, stating that India had designed a strategy to kill 20 terrorists who are abroad, many of whom have already been hit. Such allegations have incensed Islamabad sharply and brought to the fore tension between the neighboring countries.

Baloch reacted with concern, saying that India was dangerous enough. She claimed that operations by India stretch farther than its boundaries and are a threat to international security. “India’s killing and kidnap campaign spreads beyond Pakistan,” Baloch stressed. She accused India of violating all international codes and using its intelligence network to commit extrajudicial activities.
Interestingly, this comes when Pakistan itself is not far away from international criticism. The same Washington Post, which the nation now brings forth to charge India with election rigging, published a report alleging election fraud by Pakistan’s own government. This was when Pakistan had criticized it totally, and Baloch herself had rejected the American report, saying her country believes in constructive dialogue and characterized the stance adopted by America as “neither constructive nor purposeful.”

Diplomatic circles are filled with sharp arguments about the charges leveled against RAW. India hasn’t yet given a formal reply to these reports, but surely, such charges would go on to intensify distrust between the two countries. These reports are seen by Pakistan as evidence of growing Indian influence and an ability to act in anticipation of threats from elsewhere.
This episode further underlines the fragile state of relations between India and Pakistan. As both nations continue to trade accusations, the role of international media and third-party reports will likely remain pivotal in shaping public and diplomatic narratives. Whether these claims hold any substantive evidence or are part of a broader political strategy remains to be seen.
