India rejects US court summons over assassination plot claims by pro-Khalistan leader Gurpatwant Pannun
India strongly criticized a US court summons after Gurpatwant Singh Pannun, leader of the banned pro-Khalistan group Sikhs for Justice, filed a lawsuit. Pannun, who is listed as a terrorist in India, claims that Indian officials plotted to assassinate him. He alleges that undercover US agents posing as hitmen stopped the plan.

The lawsuit was filed in the US District Court for the Southern District of New York and has created diplomatic tensions. Pannun’s legal action names key Indian figures, including National Security Advisor Ajit Doval, former Research and Analysis Wing (R&AW) chief Samant Goel, and R&AW agent Vikram Yadav. Nikhil Gupta, an Indian man jailed in New York for murder-for-hire charges, is also mentioned. The lawsuit claims that India was behind a plot to have Pannun killed, but Prime Minister Narendra Modi was not named due to his immunity as a head of state.
India’s Foreign Secretary, Vikram Misri, rejected the accusations, calling them false and baseless. He said that the lawsuit does not change India’s position on the issue. “As we have said earlier, these are completely unwarranted and unsubstantiated imputations” Misri stated during a press briefing.

Misri also questioned Pannun’s credibility, noting his role in the banned Sikhs for Justice (SFJ), which has been outlawed in India under the Unlawful Activities (Prevention) Act (UAPA) of 1967. He reminded reporters that SFJ is known for anti-national activities that threaten India’s sovereignty and territorial integrity.
Pannun’s lawsuit adds to the already sensitive tensions surrounding the Khalistan movement. Pannun has long advocated for an independent Sikh state and organized an unofficial Khalistan referendum. The lawsuit also connects to the recent killing of Hardeep Singh Nijjar, another pro-Khalistan leader, in Canada. Pannun claims this is part of a larger effort by India to target separatist leaders abroad.
