The Delhi Services Bill heads to the Rajya Sabha for voting after passing the Lok Sabha, aiming to amend the Government of National Capital Territory of Delhi (Amendment) Bill, 2023. The opposition, despite having fewer numbers, sees the debate as an opportunity to voice concerns.

In the Lok Sabha, the bill cleared through a voice vote, triggering protests and a walkout. In the Rajya Sabha, the ruling NDA coalition needs 119 votes out of 237 to secure a majority.
The NDA holds 105 members and expects support from Biju Janata Dal and YSR Congress, with nine MPs each. The INDIA coalition has 104 MPs, but absentees could affect the final result.

The Delhi Services Bill establishes the National Capital Civil Services Authority, managing bureaucrats’ postings and transfers in Delhi. The Chief Minister, Chief Secretary, and Principal Home Secretary will have voting power, while the Lieutenant Governor will be the final decision-maker.

Opposition parties, led by AAP’s Arvind Kejriwal, fear the bill undermines elected state governments’ authority and disregards Delhi’s people’s mandate, who elected AAP twice.
As the Rajya Sabha debate unfolds, the ruling coalition hopes for the necessary support for the bill’s passage. The opposition remains resolute in voicing concerns, emphasising the Union Territory’s unique status and preserving elected governments’ authority.
