As a way of improving the rehabilitation of under-served children in conflict with law, the Delhi Government has floated tenders for consultancy services to plan for a modern correctional home for boys at Alipur, Outer Delhi. The State Public Works Department (PWD) floated a tender for consultancy services that were to design and build the facility which will contain dormitories, classrooms, smart library, workshops, and dining areas. The project, estimated to cost ₹97.29 crore, would be able to house around 200-250 juveniles and would provide for a nurturing, secure environment for them while on rehabilitation.

The correctional home was proposed by the WCD Department in 2022, but the approval faced delays. It has now been cleared with the officials realizing the need for such an integrated complex to address the shortcomings of the present juvenile homes which are more a jail than some sort of rehabilitation place. The new facility will aim at creating a home-like environment where these kids can be healed and reintegrated into society. WCD Minister Kailash Gahlot also laid emphasis on the fact that such homes should help support the overall well-being of children.

A Step Towards Juvenile Rehabilitation

Advanced infrastructure such as a nursing station, rehabilitation room, play areas designed for both indoors and outdoors, will be provided. There will also be safety aspects like CCTV surveillance and fire alarms. The project is divided into two blocks: one for the Children’s Home and another for the JJB, complete with hearing rooms and a Justice Board office with vulnerable witness rooms. All areas in the correctional home would be embedded with green technology, such as solar power and rainwater harvesting systems to be both sustainable and efficient.

It is one of the Delhi government’s latest initiatives to reform the juvenile justice system with better facilities and care for young offenders. The moment the correctional home is ready, children would be provided with an opportunity to rehabilitate themselves, leading them back into their families and communities.
