In a groundbreaking move, the Central Board of Secondary Education (CBSE) is preparing to launch a comprehensive digital platform aimed at reshaping the way school assessments are designed and implemented across India. The initiative, titled CBSE Plans Digital Platform for School Assessments, aligns closely with the goals of the National Education Policy (NEP) 2020, which envisions a shift from rote learning to deeper understanding and application-based learning.
This technology-driven platform will empower teachers across more than 27,000 CBSE-affiliated schools to create, evaluate, and share high-quality competency-based assessments. It marks one of the largest education technology reforms undertaken by the CBSE to ensure that school evaluations reflect a student’s analytical and problem-solving abilities rather than mere memorization.
From Memory to Mastery: Assessment Reforms Underway
Over the past few years, the CBSE has been gradually rolling out reforms to make assessments more meaningful and learning-focused. A key highlight is the redesign of board exam question papers for Classes 10 and 12, with nearly 50% of the questions now being competency-based. These new formats test a student’s ability to understand concepts and apply them to real-world situations.
For younger learners in Grades 3, 5, and 8, the Structured Assessment for Analysing Learning (SAFAL) programme has been introduced. SAFAL measures students’ grasp of foundational concepts and helps identify learning gaps early on. The generated reports not only track progress but also recommend targeted teaching strategies for improvement.
Complementing SAFAL is the School Quality Assessment and Assurance Framework (SQAAF), which encourages schools to evaluate their academic and administrative performance. Regular self-assessments and expert-led reviews ensure that institutions continually improve teaching standards.
The Centre of Excellence in Assessment (CEA)
To institutionalize these innovations, CBSE established the Centre of Excellence in Assessment (CEA). This specialized unit focuses on developing competency-based standards and building a national-level question Item Bank. Its mission includes promoting higher-order thinking through questions that assess reasoning, analysis, and creative problem-solving — moving far beyond conventional memory-based testing.
The CEA also assists schools in adopting modern assessment frameworks and provides expert guidance on implementing these standards effectively.

Inside the Proposed Digital Platform
The proposed CBSE Digital Platform for School Assessments is currently in the Request for Proposal (RFP) stage. CBSE aims to collaborate with a leading IT solution provider to design, develop, and maintain this centralized system. It will function as a secure, AI-powered hub, offering multiple features for teachers and administrators.
The platform will host a central repository of questions organized by grade, subject, and competency level. Teachers will be able to design assessments through user-friendly tools, including drag-and-drop question builders and AI-based blueprints. A Quality Analyser and Reviewer (QAR) tool will check each question for accuracy, clarity, and relevance, ensuring only top-quality items are published.
Advanced AI and NLP-based plagiarism detection will maintain originality, while machine learning algorithms will analyze question difficulty and performance trends. Interactive dashboards will provide real-time data on assessment quality and teacher engagement.
The system will seamlessly integrate with the Teachers Integrated Formation System (TIFS) and CBSE’s teacher training databases through Single Sign-On (SSO), ensuring continuous capacity building.
Empowering Teachers and Strengthening Schools
Teachers across CBSE schools will gain unprecedented access to a centralized question bank, enabling them to create customized assessments aligned with specific learning outcomes. They can also contribute new questions, which will undergo a multi-layered review process involving subject experts and senior reviewers before being added to the repository.
Every question will include metadata such as grade, subject, learning outcome, and Bloom’s taxonomy level, ensuring efficient searchability and effective classroom use.
Beyond classroom benefits, the platform will help CBSE monitor national learning trends, generate school report cards, and analyze data for improving teaching strategies. The system will undergo internal audits every six months and third-party reviews annually to guarantee transparency, reliability, and data protection.

Education experts have lauded this move as a landmark step in transforming India’s academic assessment landscape. By leveraging data and digital innovation, CBSE aims to make learning more engaging and meaningful.
