“Assurance from PM Modi: Central Government to Review Meghalaya’s demand for Inner Line Permit (ILP)’’

On August 8, a delegation led by the Chief Minister of Meghalaya met with the Prime Minister in New Delhi and presented a memorandum asking for his assistance in addressing the state’s pressing issues, including the implementation of the ILP system.

Conrad K. Sangma reported that Prime Minister Narendra Modi had given the assurance that the central government would look into the issues related to the introduction of inner line permits (ILP) and the inclusion of the Khasi and Garo languages in the Eighth Schedule of the Indian Constitution.

What is ILP?

Inner Line Permit is indeed a travel document issued by the government of India that allows Indian citizens to travel into certain protected or restricted areas within the country. These areas are typically located in regions that are close to international borders and have security or environmental concerns.

The Meghalaya Assembly unanimously passed a resolution in December 2019 requesting that ILP be implemented. The government then brought this issue up with the Central government, but received no response until Modi assured that he would look into the issue.

Conrad K. Sangma said,“We have discussed and updated him regarding the discussions on the border talks and the PM expressed his concerns over the same. He was appreciative of the leadership in the North East for having taken the initiative and said that these are difficult challenges but the leadership in different states are now taking this up. He has expressed his happiness and assured all support from the government side.”

Sangma added, “The PM expressed his desire for a lasting peace in Meghalaya and asked the state government to move forward and try to resolve this issue as soon as possible.”

The Meghalaya Residents Safety and Security Act (MRSSA) was another method we tried. We told him about MRSSA as well, and he listened to us with great patience and a clear understanding of the issues facing the Northeast, he further added.

Additionally, he said that the Prime Minister had expressed his happiness with the ongoing peace talks with the outlawed Hynniewtrep National Liberation Council (HNLC) and wished for the government to move forward to try to settle the conflict with the militant group.
