Tahawwur Rana Extradited: 26/11 Plotter Reaches India, Tihar Bound

The extradition of Tahawwur Hussain Rana, one of the main accused in the 2008 Mumbai terror attacks, is expected to reach India today around noon following his extradition from the US. He is expected to be detained in Tihar Jail, Delhi, after his arrival. This is an important development in the ongoing efforts to bring the 26/11 attack perpetrators to justice.

Background and Arrest

Rana was born on January 12, 1961, in Chichawatni, Pakistan. After becoming a Canadian citizen, he worked as a doctor in the Pakistan Army Medical Corps. He later moved to Chicago, where he began several businesses, including an immigration consultancy. Rana attracted attention due to his association with David Coleman Headley, a Pakistani-American terrorist involved in the planning of the Mumbai attacks as well as a foiled plot against the Danish newspaper Jyllands-Posten. In 2009, he was arrested by the FBI for providing material support to terrorist activities. While a U.S. court acquitted him of direct involvement in the Mumbai attacks, he was convicted in 2011 for supporting terrorism, being sentenced to 14 years.

Extradition Process

Rana’s extradition to India has been a longstanding demand owing to the charges against him for the 26/11 attacks. Following the exhaustion of all legal remedies proffered to Rana in the U.S., including a recent rejection by the U.S. Supreme Court of his plea for avoidance of extradition, clearance for his return to India was granted. A multi-agency Indian team had gone to the U.S. for the purpose of securing Rana’s custody and is escorting him on a special flight, likely landing in Delhi around noon today.

Detention and Legal Proceedings

Upon landing, Rana will most probably be lodged in the Tihar Jail’s high-security ward in Delhi. The National Investigation Agency (NIA) intends to seek custodial interrogation of Rana in order to confront him with evidence comprising emails, travel records, and witness statements collected earlier. This interrogation is aimed at acquiring further details on the planning and execution of the Mumbai attacks, and perhaps information on the involvement of other co-conspirators.

Security Measures and Legal Representation

Security around the Patiala House Court in Delhi, where Rana is expected to be produced, has been increased in anticipation of his arrival and subsequent court hearing. Personnel were deployed to maintain the peace and avert any unpleasant incident, including paramilitary forces and the Delhi police. The trial has been given due importance by the central government by assigning senior advocate Narender Mann to conduct the case as a special public prosecutor.
