S Iswaran, a former transport minister of Indian descent in Singapore, admitted guilt on September 24 to five counts of corruption and obstruction of justice, and was sentenced to one year in prison on Thursday. The prosecution had requested a term of six to seven months, which Justice Hoong deems “manifestly inadequate.” The penalty is longer than that amount.

According to Justice Hoong, an offender’s level of culpability increases with the office held while serving in the public interest. According to The Straits Times, the former minister is the first person in post-independence Singapore to face charges under Section 165. Judge Vincent Hoong now considers the mitigating circumstances that the defense has brought forward, such as Iswaran’s early guilty plea, voluntary disgorgement from the benefits, and his public service to Singapore.

The judge stated that these charges demonstrated the scope and repetition of offenses over a considerable amount of time, especially since the remaining 30 cases that were examined shared parallels with the previous accusations in which he was accused of receiving presents.

Judge Hoong claims that this is an element that increases culpability. The court continues, “His public service and contributions to Singapore were at most a neutral factor.” Given that Iswaran had publicly refuted the accusations as untrue, Justice Hoong says he finds it hard to accept that the man was sorry.
